A sealed-system repair produces the longest worksheet in this trade, and most of its lines puzzle owners because the reasons live in federal regulation, not in the parts catalog. Six lines, one worksheet — what a certified bill is made of
Start at the top of the page, the way a service writer would. Every dollar on a sealed-system invoice answers, in the end, to Clean Air Act Section 608; the federal government spells out the details in 40 CFR Part 82, Subpart F. That single fact organizes the whole worksheet: the items below are not upsells stacked onto a compressor swap, they are the steps a refrigerant circuit legally requires once it is opened.
The second organizing fact is older than most of the appliances we service. Since November 14, 1994, no one may lawfully open an appliance refrigerant circuit without holding EPA certification - which means part of what you pay for is the credential itself. A fan or a gasket can be replaced by anyone with the right part and steady hands; the sealed circuit cannot. The labor rate on lines two through six reflects who is allowed to stand at that circuit, not just how long they stand there.

Owners comparing quotes should compare these lines, not just the bottom number. A bid that is dramatically lower has usually deleted one of them, and the deleted line is never the one you want missing.

Recovery time: the line owners question first
On a worksheet, recovery looks like paying someone to undo the appliance before fixing it — and in a sense it is. Recovery time is on the worksheet because release is off the table: knowingly venting CFC or HCFC refrigerant has been unlawful since July 1, 1992, with substitutes such as R-134a added on November 15, 1995. So before a single fitting is opened on your Sub-Zero, the gas already on board goes into a recovery cylinder — machine time, hose discipline and patience that all land on line two.
The rule is not absolutist about trace losses: what slips away while a recovery is being run in good faith — a fitting’s sigh, the residue a hose holds — is tolerated. What is not tolerated is treating the atmosphere as the disposal plan. That is also why line four exists. A recovery machine, dedicated cylinders and calibrated gauges ride along on every sealed-system call, and the cost of owning, certifying and maintaining that equipment is amortized into the work. One more annotation worth making in the margin: recovery time scales with charge condition, access and the unit’s configuration. A dual-refrigeration BI series with one failed circuit is a different recovery job than a single-compressor 600-series cabinet. Same law, different hours.

The refrigerant line — and why your serial tag prices it
The gas itself is the line owners assume is generic, like billing for solder. It is not. The refrigerant line on the bill has a gatekeeper too: distributors are barred from selling refrigerant for stationary equipment to anyone who lacks certification. The supply chain for this line literally does not open for an uncertified buyer, which is one more way the credential is woven into the price rather than stapled on top of it.
Cost also turns on vintage: Sub-Zero charged R-12 into units built before 1994, switched to R-134a beginning with the 1994 model year (a handful of PRO models aside), and uses R-600a in refrigeration introduced after January 2021. A wine column installed during a nineties remodel and a column installed last year sit in different supply chains with different costs and different handling demands. One modern footnote: for R-600a in a household refrigerator, the venting prohibition itself does not apply - EPA carved that exemption deliberately - yet the gas is flammable, so recovery equipment rated for it comes out regardless, and that diligence is part of the price. Newer Napa kitchens do not get a cheaper worksheet; they get a differently careful one.

The credential line: four grades, and the one we carry
Certification comes in four grades. A built-in kitchen refrigerator counts as a small appliance under EPA's definition - the factory closes the system around a charge of five pounds or less - making Type I the minimum ticket; Type II covers high-pressure equipment, Type III low-pressure, and Universal requires passing everything, Core exam under supervision. You are not paying for a subscription, either: each certificate is issued to a single technician, and EPA set no date for it to lapse. What the worksheet carries is not a recurring fee passed through to you — it is the standing qualification of the person doing the work, priced into skilled labor the way a journeyman’s ticket is priced into any trade.
And a guard against marketing: no business holds a 608 certificate. When a company advertises certification, the honest version of that claim is about the people it sends. Verification before the worksheet closes
The last line is the one that makes the others worth paying for. After the repair, the circuit is pressure-tested, evacuated and recharged by weight, then the cabinet runs while actual temperatures are logged — fresh-food, freezer, or both wine zones — against set point. The worksheet does not close on a quiet compressor; it closes on readings. In a county where the contents of the appliance can outvalue the repair many times over, that distinction is not ceremony.

Why does certified sealed-system work take longer than a straight parts swap?

No. Recovery, evacuation and recharge are the lawful service itself, not add-ons; a shop offering to skip them is offering a violation, not a discount. What changes the total honestly is the diagnostic branch: condenser, fan and electrical causes are ruled out first, and when one of those is the real fault the sealed-system lines never appear at all.
